Total and noncapital expenditures of Arizona state and local governments relative to personal income dropped during the 1990s, then held relatively steady from fiscal years (FYs) 2000 through 2007. Higher figures in FYs 2009 and 2010 reflect the temporary infusion of federal government economic stimulus funding. Capital outlays, the difference between total and noncapital expenditures, had changed little over time relative to the size of the Arizona economy until the figure fell below the historical norm in FYs 2011 and 2012, reflecting the state’s slower growth and limited revenues.
