Due to the state’s rapid population growth, capital expenditures relative to the size of the Arizona economy consistently ranked higher than the median state until fiscal year (FY) 2010. Since population growth slowed substantially during the 2008-10 recession, capital expenditures have dropped off, with Arizona 20th lowest in FY 2012, relative to personal income. Noncapital expenditures relative to personal income ranked near the median state in the early 1990s, but have been among the 20 lowest in every fiscal year since 1995, including 13th lowest in FY 2012.
