As a result of all of the tax law changes that have been made since the early 1970s, Arizona’s general fund has become very highly dependent on the sales tax and the income tax. These two sources accounted for 90 percent of all revenues in fiscal year 2014 — 24 percentage points higher than in fiscal year 1971. Revenue collections from the sales tax and the income tax are highly cyclical.
